There is little to no affect to alerts based on time zones, because alerts trigger when conditions are met, regardless of time zones.

If you want to have alert notifications during specific times then you can set this up in alert settings. Once you have clicked into alert settings and scrolled down to 'Select alert Schedule,' you can then select 'Specific Time' and choose the time and days that the alert is allowed to send notifications when triggered.
